SERAP Demands Governors, Wike to Account for N14 Trillion Fuel Subsidy Savings

The Socio-Economic Rights and Accountability Project (SERAP) has called on Nigeria’s 36 state governors and the Minister of the Federal Capital Territory (FCT), Nyesom Wike, to explain how an estimated ₦14 trillion in fuel subsidy savings disbursed through the Federation Account Allocation Committee (FAAC) has been utilised.

In separate Freedom of Information (FOI) requests dated October 4, 2025, and signed by Deputy Director Kolawole Oluwadare, SERAP urged the governors and the FCT minister to disclose the projects funded with the savings, their locations, progress, and completion reports.

The group also asked them to reveal how future subsidy savings will be used and to invite the ICPC and EFCC to monitor spending to ensure transparency.

“There is a legitimate public interest for governors and the FCT minister to urgently explain how they have spent the money they have so far collected from the subsidy savings,” SERAP said.

The organisation expressed concern that despite increased FAAC allocations — which rose by 79% to ₦28.78 trillion in 2024 — many Nigerians still face poor access to healthcare, education, and social services. It added that some states are reportedly using public funds to finance luxurious travels and vehicles instead of addressing citizens’ needs.

SERAP reminded the governors and the FCT minister of their obligations under the Nigerian Constitution, the Freedom of Information Act, and the UN Convention Against Corruption, noting that citizens have the right to know how public resources are managed.

The group also cited a Supreme Court judgment affirming that the FOI Act applies to all levels of government, warning that refusal to disclose details of the subsidy savings would amount to a violation of that ruling.

SERAP gave the governors and the FCT minister seven days to comply or face legal action.
