PDP Guber Candidate Sunday Biggs Promises Inclusive Governance, Targets Four-Year Term to Complete Central Zone Tenure

The newly emerged governorship candidate of the People’s Democratic Party (PDP) in Plateau State, Mr. Sunday Garba Biggs, has declared that his mission is to drive a critical paradigm shift in the state’s governance.

Speaking during an interactive media session on Friday, May 29, 2026, at the Nigeria Union of Journalists (NUJ) Secretariat in Jos, Biggs rolled out his vision for the state, touching on security, party unity, and adherence to the state’s traditional zoning arrangement.

Accompanied by aides and political associates, Biggs was introduced by a stakeholder as a God-fearing son of the soil with a strong pedigree in governance and administration in Plateau State.

A Journey Rooted in Public Service

Addressing the press, Biggs highlighted his extensive 20-year career within the corridors of the Plateau State Government House, emphasizing that he is not a stranger to governance.

“I gained employment with the Plateau State Civil Service as an administrative officer. I grew through the ranks, attained the position of Director of Protocol, and thereafter Permanent Secretary in Government House, from where I voluntarily retired to venture into politics,” Biggs stated.

After contesting the 2023 governorship election under the platform of the All Progressives Congress (APC), Biggs defected to the PDP, a move he said was guided by legal consultation and his desire to actualize his blueprint for the state.

Zoning, Continuity and the Mangu Question

A major talking point during the briefing was why Biggs is seeking the top job when the incumbent governor is also from his home local government area of Mangu.

In his response, Biggs expressed disappointment with the current administration’s performance over the last three years, stating that the entire state, including Mangu, has been left behind in terms of development.

Biggs also pledged to respect the state’s unwritten zoning agreement, promising to only serve out the remaining four years allocated to the Plateau Central Senatorial District.

“I will serve out the remaining four years that have been ceded to the central zone. Zoning creates stability and equality. I want to be remembered as the person who upheld this principle,” he said.

Resolving Party Factions

When questioned about internal friction within the PDP, especially among supporters aligned with former Vice President Atiku Abubakar and former Rivers State Governor Nyesom Wike, Biggs dismissed fears of a lingering crisis.

According to him, the Supreme Court had already settled the core issues affecting the party, while remaining disagreements were largely interpretations by the Independent National Electoral Commission (INEC).

“The fact that some people belong to the Turaki group or the Wike group does not mean they are not PDP. All of us are one PDP,” he stated.

He also expressed confidence that all factions would unite ahead of the general election.

Security and Operation Rainbow

Addressing the state’s security challenges, Biggs advocated for a localized and community-driven security strategy focused on intelligence gathering, surveillance, and grassroots participation.

He outlined a four-layer security approach which includes personal vigilance by citizens, intelligence sharing within communities, strengthening Operation Rainbow, and pushing for the establishment of state police.

Biggs argued that Operation Rainbow, the state-owned security outfit, had suffered from a lack of political will and needed to be re-energized.

A Paradigm Shift Through Experience

Closing the session, Biggs promised to run an inclusive administration driven by the immediate needs of communities across the state.

“We’ve been doing things the same way and expecting different results,” Biggs concluded. “With my experience serving under multiple past administrations, I have seen the positives and the mistakes. I am ready to bring that experience to bear to redirect the course of Plateau State.”
