Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria. Senate President Bukola Saraki took the official Prayer and led the Chambers into today’s proceedings.
Senator Aliyu Wakili moved for the approval of votes and proceedings of Tuesday, 3rd October, 2017. Senator Peter Nwaoboshi seconded.
ANNOUNCEMENT
Senate President Bukola Saraki announced the members of the Ad-hoc Committee of foreign missions with Senator Tijjani Kaura as chairman.
Senate President Bukola Saraki also welcomed people who are were present in the gallery to observe Plenary.
PETITIONS
Senator Mao Ohuabunwa raised a petition on the collusion and diversion of project funds by the Niger Delta Development Commission.
Senator Abdullahi Adamu raised a petition on wrongful termination of a
member of his constituency without due process.
Senator John Enoh raised a petition on the unlawful dismissal of a
member of his constituency from the Nigerian Police.
Senate President Bukola Saraki referred all petitions raised to the
Committee on Ethics, Privileges and Public Petitions to report back in
2weeks.
POINT OF ORDER
Senator Shehu Sani cited order 42 and announced the passing away of
Senator Muhammed Jibril who served in the Senate in the year 2011.
Senate observed a minute silence in respect of late Senator Muhammed Jibril.
Senator Na’Allah cited order 43 and conveyed the plight of the people
of his constituency on the boat mishap that claimed 37 lives.
Senator Isah Misau cited order 15 and talked of the attack on him by
the Inspector General of the NigerianPolice on the allegations he
raised against him.
Senate President Bukola Saraki said it’s a major issue and all matters
must be investigated, he also we need to set up and Ad-hoc Committee
to look into this.
Senator Dino Melaye spoke about the deplorable state of road in Kogi
and Ekiti State and pleaded to bring it as a motion on another
legislative day.

Budget of Corporations and Agencies of Government of the Federal
Republic of Nigeria.

Senator Akpabio seconded that the Senate received the report of Senate
Committees on the 2017 budget corporations and agencies of Government.
The Committee chairmen on Tertiary and TETFUND and Housing said they
were yet to get a full report from their agencies.
All other reports were LAID.
MOTIONS
1. Demise of Senator Mahmud Kanti Bello by Senator (Engr). Mustapha
Bukar (Katsina North)
Senators took turns to pay tribute to the late Senator Mahmud Kanti Bello.
Senate President Bukola Saraki commiserated with the family of late
Senator Mahmud Kanti Bello,and said he was a grassroot politician and
also a courageous leader.
2. Allegation of corruption against NNPC Trading: Time to conduct a
holistic investigation. By Samuel Anyanwu
Senator Yusuf Abubakar supported the motion and stated that holistic
investigation should go beyond Nigerian National Petroleum Cooperation
trading.
Senator Kabiru Gaya added that the Senate should set up a Committee to
investigate the activities of Nigerian National Petroleum Cooperation
trading.
Senator Kabir Marafa added a prayer that the Senate should
investigate allegations made by Minister of State for Petroleum Dr.
Ibe Kachikwu in his letter harmonized with the Nigerian National
Petroleum Group.
Senator Sonni Ogbuoji seconded the additional prayer raised by Senator
Kabir Marafa.
Senate President Bukola Saraki listed Senators Joshua Lidani, Garba
Binta Masi, Nelson Effiong, Obinna Ogba, Duro Faseyi, Nyako as members
of the Ad-hoc Committee to investigate the allegation(s) against the
Nigerian Police with Senator Francis Aliimikhena as Chairman.
Senate President Bukola Saraki also listed Senators Tayo Alasoadura,
Kabir Marafa, Akpan Bassey, Sam Anyanwu, Ahmed Ogembe, Chukwuka Utazi,
Rose Oko,Baba Kaka as members of the Committee to investigate the
Nigerian National Petroleum Group trading with Senator Aliyu Wamakko
as chairman.
Senate President Bukola Saraki said we must investigate this
allegation and hope the quality of report will meet the standard we
have set in the 8th Senate.
3. Urgent need to investigate the recent importation of maize into
Nigeria by Senator Muhammad Adamu Aliero.
Senator Sam Egwu supported the motion to ensure equity and justice for
all agriculturally inclined individuals.
Senator Sabi Abdullahi supported the motion as the policy is a threat
to National Food Security, he said massive importation will lead to
importation of diseased crops.
Senate President Bukola Saraki said In order to follow economic
reforms we need to support our farmers as cost will never be an
excuse, also If maize needs to be cheaper for the consumers then it
can be subsidized.

register persons seeking to be facilities Managers, set regulations
and standards, inspect facilities as well as regulate and control the
practice of facilities profession, 2017 (SB. 340) by Senator Ahmad
Abubakar.

ADJOURNMENT
Senate Leader moved that all other items on the order paper be stood
down to another Legislative day to enable Senators attend the
Nigeria-Morocco Parliamentary Friendship Group meeting. Minority
Leader Seconded.
