Angela Rayner has resigned as the United Kingdom’s Deputy Prime Minister following an investigation that found she breached the ministerial code by failing to pay the correct tax on her £800,000 Hove flat.

Her resignation, which also includes stepping down as Housing Secretary and Deputy Labour Leader, has triggered a major Cabinet reshuffle as Prime Minister Sir Keir Starmer moves to restore public confidence in his government.

In her resignation letter, Rayner admitted she failed to seek “additional specialist tax advice” despite the complexity of her finances and ministerial role. “I take full responsibility for this error,” she wrote. “It was never my intention to do anything other than pay the right amount.”

The controversy erupted when it was revealed Rayner declared her Hove property as her primary residence, avoiding a £40,000 stamp duty surcharge. She also used £160,000 from a trust fund set up for her disabled son—money awarded by the NHS after his premature birth in 2008—to help purchase the flat.

Initially silent, Rayner broke down in a Sky News interview on September 3, admitting she had underpaid tax after relying on flawed advice. “People make mistakes, but I conducted myself in trying to do the right thing,” she said. However, confirmation that she paid £30,000 in stamp duty instead of the £70,000 owed proved politically fatal.

The scandal drew sharp criticism. Graffiti branding her a “tax evader” appeared near her Hove home, while Conservatives accused her of hypocrisy given her past attacks on Tory tax affairs. Former Prime Minister Liz Truss called her a “first-class hypocrite,” and Tory leader Kemi Badenoch accused Starmer of lacking “backbone” for standing by her until the last moment.

Rayner’s property holdings also came under scrutiny. Dubbed “Three Pads Rayner,” she had access to Admiralty House in London as a grace-and-favour residence, owned a constituency home in Ashton-under-Lyne, and purchased the Hove flat. She insisted the Manchester property, transferred into her son’s trust, remained her primary family home.

Despite backing Rayner as recently as Prime Minister’s Questions on Wednesday, Starmer accepted her resignation on Thursday, calling her referral of the matter to the government’s ethics adviser “the right thing to do.”

Her departure leaves a significant gap in Labour’s leadership and sets off a contest for Deputy Leader. Chancellor Rachel Reeves remains in post, but Starmer is expected to announce wider Cabinet changes later today.

The episode has shaken Labour just months into government, fueling opposition claims of broken promises on integrity. Tory Shadow Housing Secretary James Cleverly said: “Angela Rayner’s endless list of excuses simply does not stack up. This scandal has gone too far.”

As Labour scrambles to regroup, the fallout raises new questions about transparency, accountability, and the Prime Minister’s judgment.
