Governor Mutfwang Presents ₦914.8 Billion “Budget of Consolidation and Sustainability II” to Plateau Assembly

Plateau State Governor, Barr. Caleb Manasseh Mutfwang, on Wednesday, November 12, 2025, presented the 2026 Appropriation Bill to the Plateau State House of Assembly, unveiling a ₦914.86 billion fiscal proposal tagged the “Budget of Consolidation and Sustainability II.”

The budget presentation, which also included the Medium-Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP), marks a significant step in the administration’s drive to deepen reforms, promote inclusive growth, and sustain the progress recorded under the “Time is Now” development agenda.

Governor Mutfwang described the 2026 budget as a bold continuation of his government’s commitment to building a secure, prosperous, and unified Plateau.

“This moment reflects our enduring partnership with this Honourable House and our collective determination to build a Plateau that works for everyone,” he stated, reaffirming his administration’s focus on accountability, inclusion, and sustainability.

Budget Breakdown

The proposed ₦914.86 billion budget represents an increase of ₦305.68 billion over the revised 2025 appropriation. Of this amount, ₦573.45 billion (62.68%) is allocated to capital expenditure, while ₦341.40 billion (37.32%) is earmarked for recurrent spending.

According to the Governor, the increase underscores his administration’s determination to deliver tangible improvements in the welfare of citizens through strategic investments in infrastructure, human capital development, and economic diversification.

The 2026 fiscal plan is anchored on the three core pillars of the Plateau State Strategic Development Framework (PSDF 2023–2027):

  1. Peace, Security, and Good Governance
  2. Sustainable Economic Rebirth
  3. Physical Infrastructure Development

Sectoral Allocations

Governor Mutfwang outlined key allocations as follows:

  • Economic Sector: ₦464.98 billion (50.8%)
  • Social Services: ₦218.55 billion (23.9%)
  • Administrative Sector: ₦207.93 billion (22.7%)
  • Law and Justice: ₦23.39 billion (2.6%)

He explained that the MTEF/FSP was prepared in line with the Fiscal Responsibility Law (2014) to provide a three-year fiscal roadmap aimed at enhancing transparency and efficiency in resource management.

Progress and Priorities

The Governor noted that the 2025 “Budget of Consolidation and Sustainability” had laid a solid foundation for growth, emphasizing capital investments, social welfare, and the creation of new MDAs to strengthen governance.

He highlighted achievements such as the regular payment of salaries and pensions, digitization of the civil service, and improvements in transportation, including the procurement of additional Metro Buses to ease mobility within the Jos–Bukuru metropolis.

Governor Mutfwang reaffirmed his commitment to job creation, local production, and economic diversification, emphasizing that every allocation in the 2026 budget is people-centered.

“Our focus remains the people of Plateau State. Every naira in this budget is deliberately tied to a goal — to make life better, safer, and more meaningful for our citizens,” he stated.

He also pledged continued collaboration with security agencies to consolidate peace and strengthen community resilience across the state.

Legislative Support

Responding, the Speaker of the Plateau State House of Assembly, Rt. Hon. Naanlong Daniel, commended the Governor’s visionary leadership and pledged the House’s cooperation to ensure a smooth legislative process.

He expressed confidence that the 2026 budget would sustain the momentum of transformative development across the state.

The presentation concluded with appreciation from the Governor to the 10th Assembly for their steadfast partnership and shared commitment to advancing the Plateau Project.
