The Enugu State Structures for Signage and Advertisement Agency (ENSSAA) has reaffirmed its ban on the pasting and display of posters across the state, warning that violators could face fines of up to N50 million.
The agency issued the warning on Wednesday through a public notice signed by its General Manager, Hon. Francis Aninwike, as political activities intensify ahead of the Enugu State local government elections scheduled for September 26, 2026, and the 2027 general elections.
ENSSAA said the prohibition applies to all posters, including those bearing the names, photographs, logos, slogans and messages of political parties, candidates and aspirants. The agency stressed that the restriction is not limited to political materials but covers posters generally across the state.
According to the agency, no individual, political party, candidate, aspirant, campaign organisation or supporter is permitted to paste, affix or display posters on buildings, walls, fences, bridges, electricity poles, road infrastructure, public facilities or any other public or private surface in Enugu.
The agency said the ban is backed by the Enugu State Structures for Signage and Advertisement Agency Law No. 12 of 2016, particularly Sections 4(1)(g), 33 and 34(4)(9), which provide the legal basis for regulating outdoor advertising and the display of posters and other advertising materials.
ENSSAA explained that the restriction was necessary to prevent the indiscriminate defacement of public and private property and preserve the environmental and aesthetic quality of cities, towns and communities across the state.
The agency also warned printers and printing establishments against producing or facilitating posters intended for unauthorised display. It said printers whose involvement in violations is established could be investigated and subjected to appropriate sanctions.
ENSSAA further stated that anyone who violates the ban could be liable to a fine of up to N50 million, in addition to other penalties prescribed by the applicable law and regulations.
The agency advised political parties, candidates, aspirants and campaign organisations to utilise radio, television, print and digital media platforms, as well as approved billboards, for campaign publicity.
ENSSAA stressed that the restriction would apply equally and without fear or favour to individuals, political parties, candidates, organisations and supporters, regardless of political affiliation or status, urging all concerned to comply with the existing regulation.
