Rt. Hon. Joyce Lohya Ramnap, mni, today marks one year as the Honourable Commissioner for Information and Communication, Plateau State, a tenure that has seen significant reforms in government communication, transparency, and citizen engagement.
Appointed by Governor Barr. Caleb Manasseh Mutfwang on February 4, 2025, Ramnap became only the second female to hold the office, breaking barriers in what has historically been a male-dominated ministry. Bringing a wealth of public service experience, including her tenure as Deputy Speaker of the Plateau State House of Assembly, she immediately set about modernizing the state’s information machinery.
In her first year, the commissioner has prioritized staff development to ensure the ministry meets emerging standards in effective communication and governance. She has strengthened initiatives such as the Ministerial Press Briefing, which brings together Ministries, Departments, and Agencies (MDAs) to present their scorecards and showcase the achievements of the “Time is Now Administration.”
Under her leadership, the ministry inaugurated the Information Centre, a modern facility that serves both as a communications hub and a conference hall for state ministries. Ramnap also spearheaded the reactivation of the ministry’s website in partnership with the Plateau State Information and Communication Technology Development Agency (PICTDA), expanding government presence on digital platforms.
Further demonstrating her commitment to transparency, she led media tours to inspect government projects and engaged private media on a retainership basis to ensure professional reportage of state activities. Her efforts have strengthened government-media relationships, enhanced accurate information dissemination, and positioned the ministry as a model of modern public communication.
The management and staff of the ministry expressed their support for the commissioner, acknowledging her leadership as instrumental in projecting a positive image of Plateau State and advancing the goals of the “Time is Now Administration.”
Permanent Secretary of the ministry, Nanman Jonah Kparbong, in a statement, praised Ramnap’s leadership, saying, “The Honourable Commissioner has redefined public communication in Plateau State and continues to inspire her team to achieve excellence.”
