President Bola Ahmed Tinubu is scheduled to present the 2026 Appropriation Bill to a joint session of the National Assembly on Friday, 19 December 2025, officially kicking off legislative scrutiny of the federal government’s fiscal plans for the upcoming year.
According to a letter dated 17 December from Adm. Essien Essien, Secretary of Human Resources and Staff Development, issued on behalf of the Clerk to the National Assembly, Kamoru Ogunlana, the budget presentation will take place in the House of Representatives chamber at 2:00 p.m.
The letter outlines that the President, acting in his constitutional capacity as head of state and Commander-in-Chief of the Armed Forces, will personally lay the proposed 2026 budget before the legislature.
Ahead of the event, the House of Representatives is expected to receive a formal notification on Thursday when plenary resumes, at which point President Tinubu’s request to address the joint session will be read on the floor.
Strict security and access measures have been set for the day. Accredited personnel are required to report to their duty posts by 11:00 a.m., after which entry into the National Assembly complex will be restricted. Non-accredited individuals were advised to stay away entirely. Parking directives have also been issued, with most staff required to use designated areas within the Annex or the new car park at the National Assembly Service gate.

The annual budget presentation marks the start of the legislative phase of the federal budget process, during which lawmakers will examine, amend, and ultimately approve the government’s spending and revenue proposals for the 2026 fiscal year.
