BREAKING: U.S. Congress Recommends Blocking Beef Exports from Nigeria to Disarm Fulani Herdsmen

The United States Congress has recommended that the U.S. Government consider blocking beef and other cattle-related exports from Nigeria to regional markets as part of a broader strategy aimed at compelling Fulani herdsmen to disarm amid escalating violence and insecurity. The recommendation is part of a wider set of economic, legal, and policy measures intended to address persistent attacks and perceived religious persecution in parts of the country.

Titled “Ending the Persecution of Christians in Nigeria”, the report was produced following investigations and hearings led by the U.S. House Appropriations Committee and the House Foreign Affairs Committee. It highlights steps to confront violence linked to armed groups, including Fulani herdsmen and jihadist networks.

A key economic measure proposes reviewing U.S. leverage to potentially block Nigerian beef and cattle-product exports to countries such as Ivory Coast, Ghana, South Africa, and Senegal. According to the report, such trade restrictions could serve as pressure to persuade armed herders to disarm. Analysts say this reflects a growing trend of using trade policy as a tool for addressing security challenges abroad.

The report also recommends:

  • Strengthening bilateral security cooperation, including intelligence sharing and support for Nigerian security forces.
  • Maintaining visa restrictions and targeted sanctions against individuals or groups involved in violence.
  • Legal and governance reforms, such as repealing Sharia codes and anti-blasphemy laws perceived to fuel religious tensions.
  • Programs for disarmament, demobilisation, and reintegration of militias, along with humanitarian assistance for displaced populations.

The recommendations follow President Donald Trump’s designation of Nigeria as a “Country of Particular Concern” in October 2025, citing attacks on Christian communities and threats to religious freedom. Lawmakers say the situation poses serious risks to human rights and regional stability, with implications for U.S. national security. Their investigation included on-the-ground assessments, expert testimony, and congressional hearings.

Experts warn that blocking beef exports could have major economic and diplomatic effects, given Nigeria’s livestock sector’s role in domestic agriculture and regional trade. Proponents argue that economic pressure could weaken armed groups that perpetuate cycles of violence, adding a strategic dimension to U.S. security policy.

The Nigerian government has previously rejected claims of systematic persecution, asserting its commitment to protecting all citizens. Diplomatic discussions between Washington and Abuja are ongoing, including through a Joint Working Group on security, intelligence, and humanitarian cooperation.

Implementation of the Congress’ recommendations would require action by the U.S. Administration, in coordination with international partners, and could influence future Nigeria–U.S. relations.
